MEMPHIS, Tenn. (AP, abc24.com) - Memphis school leaders say public schools in both the city and county would suffer if 17 new charter schools were allowed to open.

The school board denied the charter applications at a November meeting.

On Wednesday school leaders turned over documents to state Treasurer David Lillard that they believe prove the new schools would cause financial hardship for existing schools, according to The Commercial Appeal.

That's the only reason the school board is allowed to deny charter applications.

Lillard has 30 days to determine whether the school board's decision was valid.

Ross Glotzbach, chairman of the proposed Grizzlies Preparatory Charter School, says the process is "out of control."

Charter schools can't hire teachers or recruit students until they know their fate. That could still be several months away.
