MEMPHIS, TN (abc24.com) - The Memphis City Council and Memphis City Court Clerk Thomas Long are going back and forth on who's to blame for holding up the Boot and Tow program.

The program should have started October 1, 2011. Long told abc24.com it’s the city council's fault, while council members call that nonsense.

"We have passed the requirements for the Boot and Tow program,” said city council Chairman Myron Lowery. “If he's going to present something to us he needs to do that, but he hasn't done it."

Something else Long hasn't done is put the trucks with boots on the streets to get back the more than 2 million dollars the city claims it loses each year because of unpaid parking tickets.

"We've done everything we're supposed to do, now it’s in his lap," said councilwoman, Janis Fullilove.

Collecting unpaid parking fines by towing vehicles was tried in the early 90's and was very effective until a public figure's vehicle was towed with over $1,000 in unpaid fines. After this occurred the program was ended within a week. Will this happen again? I hope not. The collection of these unpaid fines would be very beneficial and go a long way in helping with the cities budget crisis.
