Collecting unpaid parking fines by towing vehicles was tried in the early 90's and was very effective until a public figure's vehicle was towed with over $1,000 in unpaid fines. After this occurred the program was ended within a week. Will this happen again? I hope not. The collection of these unpaid fines would be very beneficial and go a long way in helping with the cities budget crisis.
