BARTLETT, Tenn. (AP, abc24.com) - A consultant says the Memphis satellite city of Bartlett could legally start a municipal school system and should get public school buildings at no cost.

The 181-page report concluded the minimum cost to Bartlett taxpayers would be equal to a 15-cent increase in the property tax rate, according to The Commercial Appeal. The current tax rate is $1.49 per hundred dollars of assessed valuation.

Bartlett Mayor Keith McDonald said the report by Southern Educational Strategies LLC was very favorable.

The city is one of six suburban cities within Shelby County to receive a report from the consultant. The cities are exploring starting their own education systems instead of sending their children to the combined Memphis and Shelby County schools.

Germantown, Arlington, Bartlett and Collierville have public forums this week.
