MEMPHIS, TN - Keep the kinky out of Cordova; that's the message hundreds of people have for business owner Steve Cooper. They're worried he's trying to turn his Stella Marris restaurant into a strip club. Neighbors plan to fight.

Recently Steve Cooper applied for a “compensated dance permit.” That means he could pay employees to dance, and they could be tipped. The permit doesn't regulate what people can wear when they dance, and people in Cordova say something stinks.

While Stella Marris sat empty, the Advent Presbyterian Church on Germantown Pkwy was packed Tuesday night. Packed with people who worry about what the club could become.

“It's a strip joint,” said Brian Stephens of the Cordova Leadership Council. “He's just calling it a compensated dance permit, and that's what we’ve got to stop right now.”

“The effects of the neighborhood, the quality of home appraisals, the crime that it brings in,” said Cordova resident Rebecca Beavers. “And I have four girls, so I'm very concerned.”

The Cordova Leadership Council has been keeping a close eye on the property from the beginning. Its owner, Steve Cooper, is known for strip clubs, not cuisine.

“His intent has always been, and this is what he's done throughout the nation, to slowly convert this establishment into a full-fledged strip joint,” said Stephens. “And we need to put a stop to that and we need to stop it before it starts.”

The group is encouraging people to press public officials to toughen the laws on compensated dance permits.

“We need the community to rally up,” said Stephens. “We need to ask the City Council and the state legislature for some changes in the law and for better enforcement of the laws that are on the books.”

“If we take a stand against this, then, hopefully, we not only close this one down, but then we sort of say okay, no one is invited here, and, if you come, we will attack,” said Rebecca Beavers.

Cooper is not allowed to operate an adult oriented business in the area because of parks, homes and churches nearby. However, there are no distance requirements for a business with a compensated dance permit. There also aren't alcohol restrictions. Which means Cooper could keep his beer and liquor licenses if he is granted the permit.

The Memphis City Council put a moratorium on granting compensated dance permits through May 1st.

Cooper filed a lawsuit against the city for not giving him the permit within the required ten days, or an explanation of why it was rejected.

If this place is able to open, it's going to be watched like a hawk. Just to make sure they aren't doing anything illegal. It will probably be one of the safest clubs to visit simply because everyone will be too afraid to do anything wrong. Cordova isn't some innocent little city, we have bars all over and girls dancing on the dance floor half naked. They are just doing it for free. This place is located around other businesses, not homes, so I am not sure how much it would actually hurt home values. Also, the only person, who can keep a person's child from getting into bad things, is himself. Saying that you're scared that this place will be bad for local children/teens is like admitting your insecurities about your own parenting.

Is this the 21st century or is it the 19th century? These holier-than-thou so-called Christians and other self righteous nuts should but the hell out. It's funny how right wingers are always harping about government interference in our pocketbooks, yet they always want the government in our bedrooms and in our underwear. Hypocrites!

I agree with Thomas70. Let them open. If they create a nuisance and crime problems then shut it down. If you don't like it then don't go. Not everyone should have to be subject to your so called "moral standards". I'm sure plenty of you do things behind closed doors or in private that your fellow church goers would not agree on. And, this is all behind closed doors and under the law. I'm a Christian by the way but do not feel the need to throw stones.

I agree with the people who are saying "if you don't like it then stay away." Why can they operate these places in other cities and states across the country without problems, yet we fight to keep it away from who, the people that can't wait to get to Vegas, Texas, California, and even DC! I believe it's on the owners to keep out the "Bad People," and if that's not done then close them down. Conventions don't come to Memphis because there is nothing to do. One night on Beale Street and that's it. Boy's will be boy's when they are away from home, and this is what boy's are looking for after a day of meetings and such. This place sits next to a "Concrete Maker, and across from the "Fox and Hound." Why do we anticipate the worse; I say give them a shot and if they don't abide by the "LAW," then shut them down. It certainly can't be any worse than most of the places you have given permits to in the past (and present). I'm just saying. (THE)

they are often a front for drug sales,or the dancers and there pimps try to use them for that purpose without the owners knowledge. Those women often prostitute themselves too.I have to say keep them out.
