Homeowner Turns Away 'Vague' Contract to Fix HARP Work

Since 2010, Patricia Sawyer has been waiting for her home to be repaired. The first contractor left her home in horrible shape. The City of Memphis is now trying to hire a second contractor to fix the mess.

Here's a city program ripe for corruption. Whats so hard about fixing it right the first time.Sounds like they pick their contractors the same way they do bids. Have no qualifications and be related to a city employee. Its so simple make a list fix it, check it off the list, and move on. How much of taxpayer money goes into this program and who get it? Maybe a new city motto. "Making Detroit look like a well oiled machine"
