I do not think that he is incompetent, I think he walked into a situation that was already so bad it was like beating his head against the wall. He could not fire the employees so how was he going to fix it. He had no support from the city and less from the community. There are so many things wrong in the city and combine that with irresponsible pet owners that shelter will always be over crowded and things will not change. Institute spay and neuter laws and strictly enforce them, make animal cruelty a felony and punish (really punish not slap them on the wrist), out law puppy mills. For those that want to breed their pets well make them get a license and inspect them. Not only would these things help the animals of the City of Memphis and Shelby County but it would raise revenue that is much needed.

One more thing...I hope they put some of these "bashers" in charge. Let's see them be able to adopt ALL of the animals out without the shelter becoming overloaded! They think they know so much...

Mr. Pepper, thank you for all you have done & tried to do. People don't realize the tasks set before you when you took over & tried to make positive changes. You did what you could & I wish you success & happiness in your future endeavors. I hate to see you go, but understand your concerns.

Maybe now we can get someone in that position who actually cares about animal welfare and doesn't see a need to kill 75% of every living thing that walks in there. Mayor Wharton? Please don't screw up again. Hire someone competent this time, ok?
