33,500 divided by 194 indicates that the aggressive thugs in Memphis STOLE people's property for a average of a mere $172.68. Considering that the streets the majority of the cars were parked on are paid for by taxes (stolen money) the people had in theory paid for the privilege of using 'public property'. The only thing this story tells me is that the government is trying to justify paying for the license plate scanning BS, and trying to justify theft. They have no morals, and should be resisted at every turn....

That girl, Leslie, needs to have the boot next time she is caught....attorneys frequently think they are above the law....

I also noticed that Leslie Ballin received a courtesy call from the officers so he could pay his fines rather than add the cost of towing and storage. I am sure all the other offenders got the same courtesy before their vehicle was towed but they just chose to ignore the call. Same old Memphis.
