Memphis Man Charged with Rape of 10-Year-Old Girl

MEMPHIS, TN (abc24.com) - Memphis Police arrested a man on charges of raping a 10-year-old girl on October 20, 2011.

According to the affidavit, 44-year-old Arthur Lipsey is accused of forcibly raping the victim multiple times on the 2100 block of Cherry Valley in the Whitehaven area. He was taken into custody on November 16th.

Lipsey is charged with Rape of a Child and is currently being held at the Shelby County Jail on $500,000 bond. He is scheduled in court on November 23rd.

Investigators did not release Lipsey's relationship, if any, with the child.

One evil puppy. He's not sick -The dark side has latched on to him- Good he'll be in jail Thanksgiving Day. Wonder what he'll be thankful for?

The is a pig not a human being. It is incredibly reprehensible that we continue to see human garbage like this touching children and harming them. I too, would cut the thing off though it is not guarantee the filth wouldn't use something else to do it. He will learn what rape is in prison as cons hate baby rapers.

This story is very sad. I hope that the child is able to get the counseling that she needs. I have worked with at-risk children who have been the victims of abuse. In their situations, they were receiving treatment. But, many children do not receive proper treatment, which has long-standing affects.

I'm surprized that he made it to the jail in one piece. Thats someone's child and hopefully that childs father or kin isn't in jail.. They need turn him lose in general population. Baby Rapist are the worse kind.

I recommend castration followed by an immediate execution. There is no lower form of life on earth than this type of monster.
