MEMPHIS, TN (abc24.com) - A Memphis Police Officer, still under investigation for fatally shooting a teenager, is back on the job.

Officer Terrance Shaw was relieved of duty with pay in September after shooting 15-year-old Justin Thompson under circumstances investigators still have not revealed.

Ricky Sibley, who lived next to Thompson, told abc24.com the decision to allow Shaw back to work was "unfair." Sibley says he can't believe the 28-year-old Shaw has been allowed to return to work.

"He shouldn't be there or at any job" Sibley said.

Memphis Police Director Toney Armstrong stated, "I want to know the truth, just as well as the public wants to know the truth." He says Shaw is allowed to return to work because "there's a process we have to one: respect the process, and two: allow the process to work; it's worked in the past."

The Tennessee Bureau of Investigation is handling the case. Armstrong says he has full confidence the TBI will do a thorough job.

why is it that the MPD can solve a homicde in 48 hours when they have to figure out who the victim is, who had a motive for killing the victim and who had the oppertunity to kill the victim, find other evidence and make an arrest. However when it comes to investigating a city employee it takes 6 or 7 moths at best to wrap up a case.
