Memphis Police ID Officer in Animal Hoarding Shooting

MEMPHIS, TN (abc24.com) - The Memphis Police Department has identified the officer who shot and killed an accused animal hoarder.

On Friday, January 11, officers with the MPD TACT Unit were called to assist the Memphis Animal Shelter execute a search warrant for animal cruelty at a home on the 10000-block of Cameron Ridge Trail in Cordova. An animal control officer who had previously tried to make contact with the homeowner sought the MPD's help after the homeowner threatened the MAS officer. After the homeowner refused to talk with Memphis police, the TACT Unit was deployed to execute the search warrant.

When the TACT Unit forced entry to the home, officers encountered an armed suspect pointing a loaded handgun at the officers. A TACT officer, later identified as 36-year-old Phillip Penny, fired at the suspect, hitting him. He was pronounced dead on the scene. During a search of the home officers found several dogs, cats, chickens, opossums and a raccoon; investigators noted living conditions were unsanitary with urine and feces throughout the residence.

Officer Penny was routinely relieved of duty following the incident pending the outcome of the investigation. He has served as an officer for the Memphis Police Department since February 2001.

Jar Head, if you would get your head out of your rear end and talk to some people who actually lived around this animal hoarder, you would understand what a dangerous man he was. He threatened children in the neighborhood. Parents did not want their children to play in their own back yards because this man was so threatending. He took the first shot at the police and they had no other recourse.

Good shot. A lot of innocent dogs and other animals were probably saved from horrible lives.

Taking bets that the Memphis Jack Boot Thugs after the example of TACT officer Phillip Penn won't be doing the same to the HUNDREDS OF ALLOWED AND SANCTIONED AND PROTECTED BY MEMPHIS GOV. drug houses! Nope...all the calls to the MPD about them continue to be IGNORED. But at least they got the chance to exercise and practice their Nazi Training...gunning down an old man who is not worth the time to "reason with". Hopefully this will prepare them for the upcoming orders to take away guns from law abiding citizens...right Penn!? By the way Penn, you have my vote for being a cold blooded killer!
