Memphis, TN (abc24.com) - The City of Memphis is scaling back ambitious plans to annex a large swath of eastern Shelby County.

Initially, the city said about 50,000 people would be affected under its currently annexation plan. That number was later lowered to 22,000, then 17,000.

Under the current plan, residents of Fisherville, like Alvin Morris, would find themselves becoming Memphis residents.

"It is just so much, I don't want to live in the city," Morris said Wednesday night at the thought of having to pay higher taxes.

On Tuesday, a Memphis City Council sub-committee took the first steps towards annexation. The committee met on Tuesday in response to two bills in Nashville that would severely hinder the city's ability to annex going forward.

The full Memphis City Council will consider the annexation plan when it meets on Tuesday, February 7th.
