More Cruelty Charges Filed against Former Animal Shelter Worker

MEMPHIS, TN (abc24.com) - A former Memphis Animal Shelter employee already facing four counts of animal cruelty is now facing five more. Billy Stewart will now face nine counts when he goes to trial this spring.

Both the new and old charges resulted from an undercover police investigation at the Memphis Animal Shelter in 2011 and 2012. Stewart is accused of injuring or killing five additional dogs or cats. Investigators say Billy Stewart choked animals until they were gasping for air and no longer conscious, minutes before they were euthanized.

He is one of three former MAS employees charged with animal cruelty. The other two employees, Archie Elliot and Frank Lightfoot, pleaded guilty last fall.

No one answered the door at Stewart's house, but his neighbor questions the timing of the new charges. Andre Williams wonders if the prosecutor's office is adding the charges to pressure Stewart to plead guilty.

"He didn't want to plead guilty and fight court so it ain't right to add more charges because you want to fight the charge," he says.

According to court records, Stewart denied doing anything wrong, saying, "They are trying to put these charges on me because they want me to get fired a long time ago but because I'm in the union it was hard for the mayor and the city to get rid of me."

He added he was "set up by an undercover officer" and "they didn't like me because I was a hard worker and on time."

We don't know if the additional charges will impact Stewart's decision to move forward with the trial, or if he will try to cut a plea deal.

Either way, animal advocate Cindy Sanders says, "I am glad to see them go back and hit as many charges as possible. If you commit animal cruelty and torture animals, you should be prosecuted for every one, not just a few."

A spokesperson for the District Attorney's Office said the additional charges were not an attempt to punish or pressure Stewart to plead guilty, instead saying there was always the possibility of additional charges.

Why was this guy still working there after being charged the first time? Do you honestly think he would stop the cruelty that he did to these animals?? Come on! This piece of crap gets off with a slap on the hand. He will always do wrong as long as he's working there. That's the problem with Memphis. No one does what is right! They get away scott free and always will. No justification here. Just a slap on the hand and go about their business. It's ashame to be a citizen of Memphis.

An animal abuser is the first sign of a deviant. Most serial criminals (rapist, murders) start out abusing animals. Gas this guy before he evolves ..

Thank you ABC24 and Jeni Diprizio for reporting these stories of abuse from Memphis Animal Services. Our city administration should be run out of town for allowing these deviant types to work for the city. People who torture animals will commit violent crimes against humans. Lock him up and clean house!!!

Does this guy seriously think that being on time, being in the union, and "working hard" ---AT CHOKING INNOCENT ANIMALS TO DEATH..is going to get him out of being guilty?? I personally don't understand the hold up at putting this guy in jail at this point? He has proved himself a danger to society because he is able to torture innocent creatures and not feel any remorse. I thank ABC News 24 for continually reporting updates on this case. And I hope we can keep getting updates from this news station.

There is no remorse show by this evil individual. It is scary that he is allowed to walk about society posing as a "human". He should be caged where he cannot cause further harm to innocents.....

Human garbage like this should receive the same treatment they gave those animals. We don't need humans like this roaming the planet causing pain and suffering for innocent animals. All animals abusers should be culled. I see no problem with that at all because I care more for four legged animals than two legged trash.

Thank you yet again, ABC24 and Jeni Diprizio, for keeping this story in the news. The City of Memphis government has got to stop protecting deviant behavior, and this man has proven himself to be a violent, heartless person capable of violence to people as well as defenseless anmals. It's dispicable. The fact that he is presenting himself as the victim is laughable at best, and I sincerely hope he is punished.

If he would commit these violent and torturous acts on a companion animal, he would also hurt a wife, girlfriend, or child. We cannot allow people in our community to get away with such deviant behavior. Hope he gets the max sentence allowed.
