MEMPHIS, TN (abc24.com) - Memphis police have arrested a suspect in the shooting death of a man earlier this month.

On Friday, February 15 around 10:30 p.m., officers found a man shot dead inside his vehicle at Pendleton Place Apartments. Investigators say it appeared that the victim, 38-year-old Joe Howell, was shot nearby on the 2800-block of Kimball, lost control of his vehicle, and ran off the road.

According to the police affidavit, witnesses on the scene told police the suspect was seen hiding near a dumpster just prior to the shooting. Another witness stated the suspect ran from the victim's car after shots were fired.

Police identified the suspect as 21-year-old Heath Bell. He was arrested on Feb. 25 and charged with First Degree Murder. Bell is being held at the Shelby County Jail without bond and is due in court Feb. 27.
