You bring jobs to an area by creating a business-friendly environment. Memphis has the highest taxes in the state, not to mention onerous "living wage" laws. This is just another waste of money they claim they don't have.

I am very skeptical that this new "public-private partnership" (euphemism for socialist economic entity) is anything but some paychecks for politicians' friends (and the resulting campaign support).
