This is what happens when you appoint unqualified quotas and friends into positions that can't do. Put more friends and quotas into spots, and you will have to continue to hire "consultants" to do their jobs. Way to go Memphis. More of the same.

If I recall correctly, testing for the police department was being done by the police department before Halbert starting complaining about discrimination. This consultant cost the taxpayers 1.5 million dollars and we now have a lot more bad hires. Halbert seems to have forgotten her involvement in outsourcing police testing. Halbert, Collins, and Ware wanted to restrict hiring to Memphis residents even if it meant lowering the standards. They had no problem giving a blank check of the taxpayer's money to a big buck out of town consultant. Now Wanda seems to be singing a different tune. Too little, too late!

It's easy to see if the consultants are saving the city money or doing a good job. Just hire a consultant to check the other consultants.
