The problem with the 85% of children being black, and 75% of employees being black; one has nothing to do with the other. The 75% black employees are people at the lower levels and are too afraid to speak up for the things that take place down there. I know for a fact that if you report any wrong doing at juvenile court your time as an employee is short lived. Juvenile Court live by one rule, and that rule is "you don't report an y bad news to the judge. So then how would the judge know what is really going on in his house when he is taking the word of those under him, and they only report the good things like the new TV's, the telephones for the kids, the MCS classes for the kids, etc. What about the kids that are down there for days and never see a probation counselor or speak with an attorney before stepping in the court room for their hearing. What about the kids that are immediately transferred to 201 for what we call major crimes, while white kids charged with the same crimes are given evaluations and are talking to probation counselors immediately. Some of these things I don't fault the judge, but I do fault the people who report directly to him, misleading him on a daily basis. I believe a little "Managing by Walking Around" may be in order for the judge to really know what's going on, especially in the detention area. Anyone who thinks that if the DOJ goes through 65,000 reports and find everything in order just isn't being honest with themselves. We all know what's going on and rather than be in denial, why not make an [HONEST] effort to fix it?

And further more henri, did you explain to the people in Washington how you are certain the reason that 85% of the juvi population is black is the White peoples fault?

i guess Jesse and Al will be here next to fan the flames of racism. Its amazing how everything here in Memphis that has to do with the black population is racist. There was no mention from the investigators whether they evaluated the seriousness of the 85% black youth discretions to the seriousness of the other 15% or the repeat offenders or the stability of the home they would be sent back tol.

This doesn't make the "justice" department look good, racist jerks.
