I say hit them all with a 1% payroll tax. This will ensure payment and it will include anyone from MS and AR.

Forget a 7 dollar inspection, enforce the insurance requirement. Make it hurt, and the air quality problem would evaporate like the losers driving sho don't need to be on the road in the first place.

So, the inspection has nothing to do with safety or air quality, it's about generating revenue to pay for city roads & infrastructure. Correct me if I am wrong, but doesn't the Federal Regulation Mr Ford is relying on, allow the city to do this for "Air Quality"? Seems to me it's just another money grab. I live in the county but have to cross city lines just to get out of my residential area. Does that count as driving in the city. Or is he talking about downtown? Midtown, East Memphis? You will need more than 25 cameras buddy & a lot of new personnel to review the footage!

Or maybe the county and surrounding cities could put up their own cameras and try to catch city residents sneaking out of the city. Make them pay their fair share! We can do that.
