Test Taker Pleads Guilty in Teacher Cheating Scam

MEMPHIS, Tenn. (AP) — A former Memphis City Schools teacher has pleaded guilty to participating in a scheme in which teacher candidates would hire others to take certification tests in Tennessee, Arkansas and Mississippi.

42-year-old Felippia Turner-Kellogg entered a guilty plea Friday in federal court. She is the 15th person to be charged and the second to plead guilty. John Bowen of Memphis pleaded guilty earlier this month to charges related to the scheme.

The case stem from a 45-count indictment returned by a grand jury in July that charged Clarence Mumford Sr. of Memphis with fraud and identity theft. He is accused of being the ringleader of a group of individuals who were paid to take teacher certification examinations on behalf of aspiring teachers dating back to 1995.
