Can't solve real crimes. Can't report real crimes. But we can extract $$ from nonviolent 'offenders' and steal their property if they park in the wrong place. Any questions?

Very much like teaching the test that some teachers are forced to do-so that everyone passes, but in this situation the police commanders of each station are keeping crime rates down by just submitting a memo of the incident. A real shame because I guess the computers then can not track an incident if it is reported in a memo form and the great big blue crush does not get involved.
