The TWRA has done its part to make deer harvest possible at the levels they need to be to keep the deer population in check. That is not why deer populations are out of control. Deer populations are out of control because the number of hunters are decreasing and the number of places where one can hunt are diminishing. To make matters worse, those that have land will either not allow hunting or want obscene amounts of money in order to allow hunting. If there are no natural predators and Hunting is the only way to curb deer populations the state and municipal government will have to step in and allow hunting in urban parks through draw hunts or give land tax breaks to those who allow hunting by permission, not leasing.
