MEMPHIS, TN (abc24.com) - A violent sex offender was caught hiding in the attic of an abandoned house and watching kids coming and going from Humes Middle School in North Memphis on Monday, October 31, 2011.
An affidavit says 40-year-old Jeffrey Fisher was arrested after a witness flagged down police to warn them of a man hiding in the attic of the abandoned house in the 600 block of North Manassas Street.
After police found Fisher in the attic, they searched his book bag and found a crack pipe and brillo pad.
Further investigation revealed Fisher has a previous conviction for solicitation to commit child rape from July 1995, and that he received and signed the TBI rules for violent sex offenders, which states:
No sexual offender shall knowingly be upon or remain upon the premises of any building...when the offender has reason to believe children under 18 years of age are present.
Fisher has been charged with residential and work restrictions and possession of drug paraphernalia.
