MEMPHIS, Tenn. (AP, abc24.com) - Memphis Mayor A C Wharton Jr. is ordering a review of internal police procedures following repeated cases of alleged officer misconduct, including an off-duty officer's involvement in the fatal shooting of a 15-year-old boy.

The shooting occurred around 8 p.m. on Monday, September 24 near Wooddale Ave and Jenkins St in the Parkway Village area. The teen victim was later identified as Justin Thompson.

Wharton said at a Tuesday news conference that acts of police misconduct erode public trust and will not be tolerated. He said he is bringing in an outside consultant with a law enforcement background to help conduct a review of procedures involving officer accountability, recruitment and hiring practices, education and training, and the effectiveness of the department's internal affairs arm.

Wharton said he could provide few details about the boy's shooting on Monday night. He did acknowledge that the shooting was related to an attempted robbery.

Wharton has asked the Tennessee Bureau of Investigation for help investigating the shooting.

Uh... A.C., you didn't call in TBI, Armstrong did. He is taking care of his business while you are running off at the mouth about something you were not involved in. And the thing about recruitment, who was it that hired an outside contractor to handle recruitment and hiring for the MPD?

i have to agree with the posters. this kid is on the web promoting gang banging, money and whatever else. the mother wants to sue so she will never have to worry about doing anything else to get money. was the kid trying to rob the police officer? time will tell. i would bet so. an outside agency to come in and see what MPD is doing wrong, i can tell u and it wont cost wharton anything. Policing, real policing the streets went out the door with community policing and being politically correct. The mayor really does not want police to police, u chase someone, have a wreck and get sued, what good does that do? u kill someone in self defense, or the thug is committing a robbery, etc... you get blamed, etc. the police are never the good guy, unless of course, you need them to help you. thugs are wearing their pants down to their ankles, walking around with their butts showing, 15 years ago that was indecent exposure, now it is a FAD, what crap. kids are not in school when they should be but breaking into them in the summer and vandalizing. these kids are driving 25,000-35000 vehicles, where are they getting the money? dope this town is gone to hell, it is a little detroit. go back to locking everyone UP instead of a citation, have them respect the police, but now, they really have no respect for themselves, much less anyone else. every stop is a confrontation because the driver, of course, is not at fault. go back to old style policing. stop babying the thugs, they will kill you.

Why does the mayor assume police misconduct? Does he know something we don't? Maybe he should hush until the investigation is over with.

It is hard to feel compassion for a gang thug wannabe. Live by the thug, die by the thug.

It's hard to feel sorry for this kid, EXCEPT his lack of having parents that actually cared for him, or his siblings. Parents that would raise them knowing, and CARING, about right & wrong. This is WHY he is no longer on this earth.
